This volume brings together the recent essays of Richard Ned Lebow, one of the leading scholars of international relations and US foreign policy. Lebow's work has centred on the instrumental value of ethics in foreign policy decision making and the disastrous consequences which follow when ethical standards are flouted. Unlike most realists who have considered ethical considerations irrelevant in states' calculations of their national interest, Lebow has argued that self interest, and hence, national interest can only be formulated intelligently within a language of justice and morality. The essays here build on this pervasive theme in Lebow's work by presenting his substantive and compelling critique of strategies of deterrence and compellence, illustrating empirically and normatively how these strategies often produce results counter to those that are intended. The last section of the book, on counterfactuals, brings together another set of related articles which continue to probe the relationship between ethics and policy. They do so by exploring the contingency of events to suggest the subjective, and often self-fulfilling, nature of the frameworks we use to evaluate policy choices.

How can environmental cooperation be used to bolster regional peace? A large body of research suggests that environmental degradation may catalyze violent conflict. Environmental cooperation, in contrast, has gone almost unexplored as a means of peacemaking, even though it opens several effective channels: enhancing trust, establishing habits of cooperation, lengthening the time horizons of decisionmakers, forging cooperative trans-societal linkages, and creating shared regional norms and identities. This volume examines the case for environmental peacemaking by comparing progress, prospects, and problems related to environmental peacemaking initiatives in six regions—South Asia, Central Asia, the Baltic, Southern Africa, the Caucasus, and the U.S.-Mexico border. The regions vary dramatically in terms of scale, interdependencies, history, and kinds of insecurity. But each is marked by a highly fluid, changing security order, creating a potential for environmental cooperation to have a catalytic effect on peacemaking. When an earthquake hits a war zone or cyclone aid is flown in by an enemy, many ask: Can catastrophe bring peace? Disaster prevention and mitigation provide similar questions. Could setting up a flood warning system bring enemy countries together? Could a regional earthquake building code set the groundwork for wider regional cooperation? This book examines how and why disaster-related activities do and do not create peace and reduce conflict. Disaster-related activities refer to actions before a disaster such as prevention and mitigation along with actions after a disaster such as emergency response, humanitarian relief, and reconstruction. This volume investigates disaster diplomacy case studies from around the world, in a variety of political and disaster circumstances, from earthquakes in Greece and Turkey affecting these neighbours’ bilateral relations to volcanoes and typhoons influencing intra-state conflict in the Philippines. Dictatorships are amongst the case studies, such as Cuba and Burma, along with democracies such as the USA and India. No evidence is found to suggest that disaster diplomacy is a prominent factor in conflict resolution. Instead, disaster-related activities often influence peace processes in the short-term—over weeks and months—provided that a non-disaster-related basis already existed for the reconciliation. That could be secret negotiations between the warring parties or strong trade or cultural links. Over the long-term, disaster-related influences disappear, succumbing to factors such as a leadership change, the usual patterns of political enmity, or belief that an historical grievance should take precedence over disaster-related bonds. This is the first book on disaster diplomacy. Disaster-politics interactions have been studied for decades, but usually from a specific political framing, covering a specific geographical area, or from a specific disaster framing. As well, plenty of quantitative work has been completed, yet the data limitations are rarely admitted openly or thoroughly analysed. Few publications bring together the topics of disasters and politics in terms of a disaster diplomacy framework, yielding a grounded, qualitative, scientific point of view on the topic.

It is generally assumed that regional integration leads to stability and peace. This book is a systematic study of the impact of European integration on the transformation of border conflicts. It provides a theoretical framework centred on four 'pathways' of impact and applies them to five cases of border conflicts: Cyprus, Ireland, Greece/Turkey, Israel/Palestine and various conflicts on Russia's border with the EU. The contributors suggest that integration and association provide the EU with potentially powerful means to influence border conflicts, but that the EU must constantly re-adjust its policies depending on the dynamics of each conflict.
